  Focuses on making something understandable by describing reasons or details, often about how or why something works; needs "to" before a person ("explain to me"), never "explain me".

  强调通过描述细节或原因把事情讲清楚，让人容易理解，常用于说明原理或做法；后面接人时要加to（explain to me），不能直接说explain me。

• tell

  Focuses on giving someone information directly; unlike say and explain, tell is usually followed straight by the listener as its object ("tell me"), with no "to".

  Please tell me what happened at the meeting yesterday.

  请告诉我昨天会议上发生了什么事。

These four words mean to give information by speaking. Announce is formal, for public news. Say is neutral and general. Explain makes something clear, often with reasons. Tell gives information straight to a listener. Not compared: tell as 'notice a difference', or say as 'suppose'.
